Why? Because you are not suppose to send it back until you HAVE everything in your hands. That does not mean you send it back when the police certificate is still pending or the medical has not been performed.
Yes, people do just that but if the interview is scheduled before you have everything you are SOL.

Yes, the medical is a horse of a different color as you need the paperwork from the Consulate in order to schedule it.
However, people do send the checklist back the day after receiving it and they don't have their long form birth certificates, police clearance, military paperwork, if applicable, etc.
