The visitor needs to if getting married in England or Wales.

visitors need to satisfy both the residential requirement of 7 days and the 15 day waiting period before they can marry.

If getting married in Scotland,

Scotland is the only country in the UK where there is no residency requirement to be fulfilled. However, at least one of you must personally visit the Registrar for the district in which your marriage is to take place during the seven day period leading up to the date of marriage.
