Filing I-129F / Service Center
Greetings
I'm about to file an I-129F form, but have a question regarding which
service to center to use I hope someone can answer.
On the http://www.immigration.gov/graphics/...rms/i-129f.htm
download page the following notice appears:
"If you are filing for your fiance(e) and live outside the United
States, submit this petition to the Service Center with jurisdiction
over your last place of residence in the U.S."
After reading about the quick turnaround the Vermont center has, I'd
like to know if I need to go through the service center with
jurisdiction, or can I go through Vermont?

We need a little more information to be able to answer your question correctly. Are you filing the I-129F for yourself or fiance(e), where does the US citizen live (or previously live in the US)?
Unfortunately, you cannot choose the Service Center that you file with, it solely depends on where the US citizen lives.

Don't you think that if we could all go through Vermont, we would have?

I'm the American, living in Germany, going to marry an English woman. I'll be returning th the US in December, and she'll follow after the K1 is approved. To save time, I was hoping to send in the application now, noting the change of address that will occur in December. I could, of course, say I've already moved, but don't care to push my luck any more than necessary.
Better to hold off until December?

Like any application with the government, you can ONLY file with offices which have jurisdiction. That is a given.

Why would you wait? If you are interested in speed, the sooner the better?
Also, if the date of the legal marriage is not all that important: based upon your factual statements, your residence in Germany seems to qualify you for "DCF" processing of the I-130 and the IV application in Frankfurt if you were to get married now.

I'm concerned about the change of address. If we apply now with a German address then move to the US (in 4 weeks) - I'm worried that any communication from the authorities could end up on the wrong side of the ocean. If I make clear what our plans are on an accompanying document, do you imagine the address change will cause added delay? Ideally we'd like to get things started as soon as possible.
We've looked into getting married in Germany. Had we had a bit more time to plan, we defiitely would have taken that route, possibly a speedy wedding in Denmark, then taking care of the visa.
