Fee increase apply to K-1 or no?
Does this apply to K-1 visas since its a nonimmigrant visa? Sorry I don't know what MRVs are exactly.

Yes.
"MRV" = Machine Readable Visa. They replaced the old "Bouroughs" visas which were printed by the types of machines that print multicolored amounts on checks.
On a visit to a consulate abroad a few years back, I chatted with a Consul General [she liked visitors from home]. She commented that when ever the old visas were changed for anti-counterfeiting reasons, the changes were effective for a "few days" -- with the institution of MRV's, it actually went up a "two weeks" before the good counterfiets became readily available.
I know that in the 10th year of my Machine Readable Passport [a US one], it was no longer "readable."

I get a chuckle every time you type "consolate" because I add a "dis-" at the beginning.
It is "Consulate" and the officer is a "Consul"
As an attorney, I act as legal "Counsel" and will sometimes be addressed that way as a title. [Filipinos call their attorneys "Attorney" -- which is kind of endearing].
And a group of people pretending to do something is a "council"
And when I was a kid, my parents had a TV/Hi-fi "console."
When my family left Europe a 100 years ago, some cousins went to Palestine and we are still in touch. My Israeli relatives speak perfect English, but don't give a damn for spelling and insist the Talmud prohibts the use of spell checking software -- accordingly, I have to read the e-mail's out loud -- whereupon they are in perfect English.
