F-1 status question, urgent!!!!

Hi, someone please help me.

My wife came to USA with F-2 visa and then switched to F-1 about 3 years ago by
submitting change of status form to INS within USA. She got her new I-20 form
stamped with F-1 status from INS.She then worked on campus for the past 3 years
without any problem. Now she transfer to another univ. and the advisor in
internaional student office told her she can't work on campus because she did not
get her I94 card changed to F-1.

But she didnot receive her new I94 card when the INS approved her change of status.
Does she really need a new I94 to work or the F-1 stamp on her I-20 form is
enough???? Your help is very much appreciated.
