EAD and SSN

I think I have gotten part of this procedure down, but then again, I'm not so sure.
I called the Social Security office who told me that my fiance won't be issued a SSN until he has an EAD.
OK, easy enough. I got to BCIS website for the form and filing information. I'm told at first to file at the Louisville, KY (where I live) local office, then it says if he is a first time filer than he needs to file with the office that maintains his record. What record?
Then as I'm reading further about what his status will be when we file (fiance because I want to get it done before we marry) then I have to file through Texas. But when I view the form under the Texas link it says for filing office "service center/sub-office". So is it Louisville or Texas?
I feel like I'm going insane.
I just want to clarify that this is correct.

Thats BULL!! He is still allowed to get a SSN Number without the EAD. Just make
sure he goes in and takes his I-94 for them to see and file for one. Yes it
might take awhile but he is entitled to it. Those help lines are more confusing
that a tax form.

Well I got my SSN before I filed for the AOS & EAD and I still have it and do
not need to get another one. You can email me if you need any help?

That's why they have the 800#.

addresses for INS offices for each state. Don't see Louisville, but I
assume you are talking about Kentucky. This is the office that supposedly
verifies documents for Kentucky offices:
