EAD and SSN

I think I have gotten part of this procedure down, but then again, I'm not so sure.
I called the Social Security office who told me that my fiance won't be issued a SSN until he has an EAD.
OK, easy enough. I got to BCIS website for the form and filing information. I'm told at first to file at the Louisville, KY (where I live) local office, then it says if he is a first time filer than he needs to file with the office that maintains his record. What record?
Then as I'm reading further about what his status will be when we file (fiance because I want to get it done before we marry) then I have to file through Texas. But when I view the form under the Texas link it says for filing office "service center/sub-office". So is it Louisville or Texas?
I feel like I'm going insane.
I just want to clarify that this is correct.

Thats BULL!! He is still allowed to get a SSN Number without the EAD. Just make
sure he goes in and takes his I-94 for them to see and file for one. Yes it
might take awhile but he is entitled to it. Those help lines are more confusing
that a tax form.

Well, she said he could get a SSN, but it would be of any use for work. Once he got his EAD, he would have to refile for a new SSN. This seems very bizarre.

Hi All,

Wrong Wrong Wrong!!! Did you call the 800# or an SSA field office?

http://policy.ssa.gov/poms.nsf/lnx/0100203500

RM 00203.500 Employment Authorization for Nonimmigrants

C. POLICY - EMPLOYMENT AUTHORIZATION BY CLASS OF
ADMISSION

The following policy applies to employment authorization by class of
admission.

1. Aliens Work Authorized Without Specific INS Authorization

The following lists nonimmigrants, by alien classification, who are
authorized to work in the U.S. without specific authorization
from INS. The alien’s I-94 will not have the INS employment authorization
stamp and the alien will not have an EAD.

K-1 Fiance(e) of U.S. citizen

Have him march down to his friendly neighborhood SSA office with Form SS-5,
birth certificate, passport and I-94 ASAP.

Take care,

Mike :)

Well I got my SSN before I filed for the AOS & EAD and I still have it and do
not need to get another one. You can email me if you need any help?

I called the 1-800 number. I have been trying to call my local BCIS office and the local SSN office, but I can't find a phone number. The BCIS helpline told me the Louisville office doesn't have any published phone numbers.

Hi All,

Don't waste your time trying to call a Social Security field office.
That's why they have the 800#.

http://policy.ssa.gov/poms.nsf/lnx/0100203720

At the end of the above section of POMS there are phone numbers and
addresses for INS offices for each state. Don't see Louisville, but I
assume you are talking about Kentucky. This is the office that supposedly
verifies documents for Kentucky offices:

INS
1341 Sycamore View Suite 100
Memphis, TN 38134

Thanks for your response. I'll just take your advice and have him go down their and file in person right when he arrives. It seems pointless to call them for answers, as they are always incorrect.
