Can foreign Fiance request Provisional File?

Title says it all, my USC fiance has difficulty obtaining access to a fax machine
permitting o/s faxing to Australia.
Does anyone know if there is an issue with me.. the overseas fiance requesting the
Provisional File be opened?
I guess I'm going to find out anyway.
