So they are asking people to pay $115 for them to do nothing whatsoever aside from making applicants think ther is a daily draw for 'Green Card' to pay the winners costs?

cic have a similar scam running it's called an FSW application. You pay hundreds of dollars for a 13 month decision and as you get close to the date they just keep adding more months. I think it's up to 27 now. To keep you from getting suspicious they send you stuff like an AOR and do things like put you in process. Their website is a bit more professional but just as big a scam, beware.

Bottom line is its a way to suck people in to pay for consultant services. Not sure its legal since the main protagonist is no longer on the CSIC list...
