All the little sods are under 18.
You begin to feel that Its time the cops started taking some of them out, but then you remember they are all of low IQ, have mothers who where 12, were born with fetal alcohol syndrome, and have sweet FA to look forward to in life.
They will spend the vast part of what little life span they have in Prison.
Oh and I'm not a bleeding heart liberal, I can't think of a better option than locking them up after all the other avenues are exhausted.

I was only once in Winnipeg, circa 1984, and it seemed at the time to be fairly tranquil. I recall going to a newly-opened casino on the main drag (it was a novelty back then), wasting ten dollars in 15 minutes, being bored to tears (the place certainly didn't have the charm and character of those fancy gambling joints in those James Bond movies) and most of the money was being spent by Indians.

Its still pretty tranquil in 99% of the City.
Most of the Crime is still Bad Guy on Bad guy, and mostly confined to one area, but it has spread a bit recently to some bars and clubs.

The trouble with the Casinos is that they are run by the Government
They should leave the running of Casinos to organanised crime, sorry, thats legitimate business men. Who are far better at it.
It wouldn't surprise me if they (the Government) don't end up running Brothels too, as well as being the only ones who can sell Alcohol or run Casinos, maybe they figure rather than outlawing them all, they'll just suck the fun out of everything.

But what with equal opportunity legislation (gender equality) this might pose a problem in trying to achieve the proper balance of male/female recruits.
