Because there's no point, the midwest is oversupplied. Simpler to build keystone XL and pipe it where it is going to be used and upgrade it there. Because the refineries are already there and that's where the market is.

If it was refined in Canada, couldn't Canada simply supply its own customers and sell the excess? As opposed to transporting it south, refining it, and then transporting it north to customers.

So today is the big day. Looks like Wild Rose will win in the countryside, loose in Edmonton and things could go either way in Calgary. Minority government?

The analysis as reported in BC is that there was a lot of tactical voting by NDP, Liberal and uncommitted voters because the White Rose party scared the **** out of a lot of people.
As an aside, it seems there was a lot of support from the federal conservatives for the Wild Rose party and against the incumbent provincial conservatives.
