I think so. I suppose one can argue that The Sopranos is a better ensemble drama based on a "cops and robbers" theme but it's not clear to me that one is better than the other. I think that's as high as praise for a TV series can get. The one caution I would make about The Wire is that the characters speak with American accents and in American idioms, this can make it hard going, yo, muthafukka? I think Mr. Elba pulls it off admirably but not so Aidan Gillen, he seems to have arrived in Baltimore on that boat that supplied the bodies for Gangs of New York.

Themes running through Spooks, The State Within and Homeland are MI5/MI6 and US equivalents, computer wizardry aided surveillance/decoding, Political shenanigans (Party and with a small p), undercover work often of a scary nature, the portrayal of real or close to real events (albeit with a bit of embellishing) conspiracy, cover ups, innocents caught up in things, ruthless baddies, etc etc
The Hour also contains many of these aspects just not the technical wizardry unavailable at that time.
