If there are no rules, you don't know. How would you pronounce Loughborough, if you didn't know already?
Those letter sequences can have wildly different pronunciations. There is no rule. Even a perfectly bilingual non-Brit would have no chance with that city name.

The only person I ever met that can deal with it is a college friend of mine.
Welsh is her first language. She has numerous others.
