Only time I have seen stalls in the US or Canada that have floor to ceiling walls, and no gaps around the door are in fancy high end hotels. A couple of hotels in Vancouver and Whistler have such stalls.

Having gaps under partitions and doors is said to make it easier to clean the floors.
I've never felt uncomfortable in NA cubicles, and have never felt that anyone is trying to peer through the gap on each side of the door.
I think OP is being super-sensitive about something that doesn't exist!
What did make me somewhat uncomfortable was going into a cubicle in very expensive Parisian restaurant that had been in the same building for 150 or 200 years ......... the Ladies Room was panelled all around with what looked like mahogany, marble counters, etc etc
The cubicles were like little enclosed rooms, panelled in wood and with mirrors on both side walls the back of the door and on the ceiling
Or there was the one in San Antonio, again in an old restaurant in an old building, where the ladies room had doll parts and complete dolls affixed to the ceiling, walls, and peering down into the cubicles.

I'm not being super sensitive it was just a light-hearted observation. The gap is unnecessarily large though for something meant to offer privacy!

So do all these public toilet doors scaredycats check all the walls and ceiling of every cubicle for pinhole cameras set to video/photograph them performing their ablutions?There's all manner of such porn available on internet.

Seriously though, I do recall a case similar to this in the UK where some creep drilled a hole to peer into a ladies show room at a local swimming pool. Pretty unsettling.
Either way, think my tinfoil hat and matching outfit protects me from the camera's.
