Nixon knew he would lose the impeachment process so resigned first.
Both decisions reflect the strength and weakness of each position.

Trying to cover up his involvment in the burglary of Ellsberg's office (even though all pols are guilty of some espionage) and getting caught is way more serious than being a drunk buffoon on occasion. Because Operation Traveller is still waiting for court it's still unclear what if any charges Ford may face. Knowing a few gangsters isn't desireable in a mayor but isn't a crime, People tend to forget Nixon got the US out of Vietnam; his major crime was letting some of the cracks (no pun intended) in America's facade show. On a bus in southern Oaxaca in '75 the man next to me was reading a magazine about Watergate - the cover pic the Capital with all conspirators in front and the title was something like El Terminal Centro de Corruptione. In comparison the Ford case is similar to Nixon's in that both are about image rather than substance.
