I wonder if he mis-spoke. The first amendment seems to be one of the more sane amendments.

Probably a bit of hyperbole with the word bonkers. Certainly the European (incl. UK) view on free speech is not quite as fundamental as the US view. And given the amount of negative press the Royal's receive, and the rabid nature of the British tabloids, his viewpoint will be different.
