I found this article from September but can't find much on the process or what is required under the rules/law.
"Under the Passport Order, the minister has the power to refuse or revoke a passport if he believes such action is necessary to protect the national security of Canada or any other country."

Looking at MY GF's passport, all it says is Property of the Government of Canada, doesn't say anything else, but I would assume since it belongs to the government, that the government can seize or cancel it.
My US passport clearly says inside it belongs to the US Government and must be surrendered on demand by an authorized representative of the US government.

The minister has to believe. That's probably all there is to it !!
I'm curious as to how many passports have been seized/revoked in this way. The reasons are secret. Even the numbers of passports revoked are secret.
