I have a Marpac Sleepmate white noise generator. Works quite well. It's the two-speed model.
If that's too expensive then a fan will work as well and will also keep the air moving in the room, although dries it as well.

Any luck with this we have very bad neighbours and the bass makes the walls shake, did the white noise machine work and what was the name of it and where did you get it from

You could always sellotape eggs boxes to your adjoining walls, paint them a funky colour and call it a feature?????
