This apparently happened this week in BC. I suspect the driver who took the footage might get a ticket for "driving without due care and attention"... not that the accident is his fault, of course.

I doubt it, the news locally reported it was a dash cam so no hands needed to operate it.

Now the guy in the crashed car, he got a few tickets, the police said they come to about 700 in fines, so not much for someone who can drive that kind of car.
