OK, fair enough. It doesn't actually sound as though she was banned though from what you've said, just in case she did ever want to enter again in the future.

I'll try and find the letter but it clearly said she was not allowed to enter Canada. To me that's a ban from entering

A ban isn't normally issued with a letter. Generally what would happen with a medical ground refusal (or any PR refusal) would be in the future the applicant may initially need to apply for a visa to enter Canada (rather than the ETA most Brits can use), for CIC to check the same medical grounds no longer exist. Then once that's happened, it would be unlikely all future visits would need a visa. Did the letter say she wasn't allowed to enter Canada without applying for permission first? If so, that's not a ban. But without having seen the letter or what it said, it's hard to know for sure.

I know you said she's not interested in visiting Canada, but I would look in to whether or not it was definitely a ban - if it was, some other countries ask about things like that as part of their entry process, so it may impact her visits to other places. So if it's not a ban, it would be good to know for sure so that she can legitimately say 'no' to any questions asking her if she's been banned from another country.
