You don't need to be able to use a computer though if you've half a brain you can learn, or someone at the local library will help you. Though you've managed to find this site, sign up and post on here so you're "into computers" to some extent
If you're able to make a phone call then call them.

Hi, paying voluntary NI contributions is absolutely worth it for increased UK state pension. If you contact Canadian Alliance of British Pensioners (CABP) and join, for just $25, they'll help you sort it out to maximize your pension, visit www.britishpensions.com
Get their phone number from website and give 'em a ring!

How did you determine this? Can it be transferred to an RRSP without using contribution room?

Has CRA issued a ruling on NHS pension commencement lump sums?

It is in the Income Tax Act, and the law is quite straightforward so there is no need for the CRA to issue a ruling. We have discussed the issue many times on this site and several posters have sought advice from tax professionals, who all say the same.

There are some limited options to transfer funds within a UK pension scheme to an RRSP without using contribution room. There is no way to do this with funds you have withdrawn tax-free. You can contribute the tax-free amount to your RRSP using contribution room (if you have it) to offset the tax you will otherwise owe on the withdrawal.
