I'm pretty sure most people who have recently gone through the process or are currently going through it would tend to agree.

That article is total and complete nonsense as most articles about immigration are, because the Immigration Act was overhauled in 2002 and people didn't start to immigrate under the provisions of it until 2003. There aren't many statistics about how those immigrants fared, because they immigrated quite recently.
Which is essentially what the Immigration Act 2002 put in place.
Before 1986, immigration applicants would have to prove their credentials. There was a point system, color and racially blind, based on education, the ability to speak English or French, skills and professional standing. These were matched to what Manpower determined was needed in the country.
