I'm pretty sure most people who have recently gone through the process or are currently going through it would tend to agree.

That article is total and complete nonsense as most articles about immigration are, because the Immigration Act was overhauled in 2002 and people didn't start to immigrate under the provisions of it until 2003. There aren't many statistics about how those immigrants fared, because they immigrated quite recently.
