How can a politician from one European country (The UK) speaking to another European (a German) be racist?

I much prefer the definition i learnt on my mama's knee
As to the UN, it does not have an enviable record, and here i am being charitable, so it should be the very last organization to define what race is or is not

It does contradict the widely held belief that there is no such thing as assumed guilt, ie: All Germans are not Nazis. Children and grandchildren are not held responsible for the misdeeds of their ancestors. That anyone who would say Bongo Bongo Land would have put his foot in this as well is no surprise.

i spent 6 months in west Germany in 1972
I spoke to the (then) older generation about that era and they tended to get more annoyed than ashamed, even though somewhat emotional. They correctly pointed out that this was the work of a madman, and that not everyone was a Nazi, or hated Jews, or worked for the gestapo.
The younger generation, in fact mine, those born during or after the war, I found were were more indifferent than anything and they did not mind discussing it.
Some 40 years have since elapsed.
The older generation is gone and that younger generation i made reference to above has replaced them
So i truly fail to see where the insult lies?
If i were a middle aged German, or younger, i think i would be more mystified, even annoyed, and ask myself what provoked the UK politician to quote Hitler
