Presume OP means the equivalent to UCAS University clearing whereby they tell you which Uni will consider you based on your A level results?

University applications are not centralized like they are in the UK so I don't think so. As far as I can see you will need to speak to each University individually

It depends on the province. In Ontario they are centralized but you choose which universities you want them to send your application to.
