Virtually impossible to say with no point of reference on the size. Was it crow sized or Bluejay sized?
If I had to guess Id say its a sharp shinned hawk cos of the white splodges on its back and the fact that it doesnt look too big. Our yard goes mysteriously quiet when one is about. Apparently the term "bird feeder" is a double edged one!

It could well be a Northern Harrier, matching description of long tail with distinct markings. The male is a greyish colour whilst the female is more brown and slightly larger than the male.
Did you see it's head very well? They have a facial disc that looks a bit like an owl, which I can't tell from the picture. They like to fly close to the ground searching for mice and frogs etc near to wetlands or open fields.

It was the size of a crow.

If he'd have had a Canon DSLR and this lens there would be no problem identifying said bird.

If it was crow sized its (probably) too big to be a Sharp Shinned Hawk, so that leaves it big brother, the Coopers Hawk? Good Spot.

Did you also notice it is used.
I can only wonder how much it is new.
Edit: Introduced in 1993 originally cost 9,800,000 Yen ($90,308 Cdn) no longer in production don't know how long it was in production. So I guess $99,000 U.S. is not out of line.
