City of Calgary bylaw Number 26M96 states.
SCHOOL BUSES
38. (1) The operator of a vehicle bearing the sign “School Bus†shall not activate the alternately flashing red or yellow lights on the vehicle while loading or unloading passengers on a highway in the City except on those highways listed in Schedule “L†of this Bylaw.
(2) The requirement under the Act for the operator of a school bus to make a mandatory stop at a railway crossing not controlled by a traffic control signal shall not apply to such uncontrolled crossings within the corporate limits.

Thus there is no requirement to stop for a school bus within most of the of the city limits. However if you do see one with flashing lights I'd stop if I were you as you're likely in an area covered by Schedule "L".

Seems rather counter intuitive to the safety of school kids but that's the bylaw. On the other hand one very, very rarely hears of any accidents involving children around stopped school buses.

However you are correct and given some of the drivers we've likely all seen at one time or another it may be inevitable that the bylaw may have to be changed.
Playground zones and school zones seem to getting ignored more and more these days.
