Was a terrible decision. Just another example of the sub par refereeing at this tournament.

I have a TV and at first I thought it was a penally, largely because the ref was very well placed to make the call. But on the replay he wash't even touched by the defender.

Bring on Instant Replays on penalty calls (at least) for the next Cup.

I thought the final England game was the number one most boring game of the tournament to date. I ended up watching the Italian game instead after 60 mins

As Novo stated, the Greek player deliberately dragged his foot down the side of the Ivory Coast players leg to draw a penalty and when that didn't work he tripped over his own foot.

Disgraceful and game changing. Plays like that just fuel the fire amongst the non-fans that the game is full of diving and cheating (and biting).

any of the following seven offences in a manner considered by the referee to be careless, reckless or using excessive force:

kicks or attempts to kick an opponent
trips or attempts to trip an opponent
He's been tripped in a situation where it was bound to happen.

"21" sticks out his leg. It's not a natural running stride and he's not even trying to play the ball. There's only one outcome from that and it's impeding his opponent.
