AFAIK the system in Malaysia is that the tenant pays the bills for services direct to the utility, the account remains in the name of the owner. A very practical arrangement and no mark-up.
For telephone/internet it is normally the tenant who arranges installation, de-installation so this account is in the tenant's name.
