There is no guarantee that the people who work in the comune know anything about the job they are supposed to do. Your father is Italian, he is a pensioner and is inscribed in the AIRE. It has nothing to do with tax treaties. It has everything to do with the fact that he is an Italian pensioner residing abroad.

We are italians living in the UK we own a property in Italy. For a number of years we received a disount on the IMU because we are pensioners.It had nothing to do with being in the EU. The EU then decided that it was discriminatory against other retired property owners and told Italy that it had to stop giving the discount. Which it did. Only Italians living abroad who receive an Italian pension can now get a discount on their IMU so it seems your dad might be ok. If the property is in both your parents names then your dad will only get the discount on his half.
