its probably cos you have very low catastal values, so by the time you take off your deductions you end up with nothing. unless you are nonresidents, and then there will be something to pay

Could also be that there are a lot of 2nd homes. Around Lake Garda, many towns have opted to up the 2nd home rate and not charge residents.
