Poste Assicura per residenti stranieri in Italia. Technically, you need to be residents to get it. Just say you are.

Hello, I really feel for you as the councils in Sardegna are so ???
I'm lost for words. It has taken us ages to sort things out when there's no need. They seem to only look for reasons to say no and then think they are doing you a favour when they eventually agree to it!

So my advice is never give up, they don't want to deal with anything 'out of the ordinary' and can be very dismissive. But keep going and you will achieve what you want. And when you do, it feels really good. Minus all the unnecessary stress.

Send me a PM if you want any further advice or chat about Sardegna. I live on the NE coast not Costa Smeralda!
