The system is designed to punish those to take money in nero, not those who give it. until a couple of months ago, anyone who reported a landlord who let with no contract was awarded 4 years of rent at valore catastale as a prize - so it made sense to dob in your landlord. That is now discontinued but you do end up with a fixed contract and you cant be thrown out.
