At the moment it is only being talked about and only in Spain and France, But at least it is a glimmer of hope.

The Italian government is too busy trying to change the constitution to be bothered with Brits and their holiday homes.

And of course it is going to need the agreement of all the members of Schengen because the bloc operates as a whole albeit that individual countries "police" their own borders

This can be done by simply amending the requirements for the elective residence/residency permit by adding 'ownership of a second home (British only)'.

It might happen in the next decade (Italian time zone), but I guess somebody can start lobbying the Italian government.

I'm not so sure about this idea - imagine people being able to simply buy a property in the UK and get a visa to live in the country. I'll leave others to decide whether or not this is a good idea.
