Has anybody been living in the house before you?
Did anybody leave the last bill there with a client code number etc?

Isn't your builder supposed to help you with this?
You might need a certificate from a plumber for the gas to say that everything is in perfect compliance with the legislation. When I moved house years ago the gas company wouldn't connect me without a plumber's certificate stating that the boiler etc was ok. We actually had to have a brand new one fitted as the old one here - although working - was against the new rules. This was because there was a time when lots of Italians died in their beds due to carbon monoxide poisoning.
The ENEL website - which is the electric company, says that for new connections, the "request for new connections" must state the following:
a) il fabbisogno di potenza; type of power required - as in how many watts
b) la tensione di alimentazione; tension supply
c) l’ubicazione del punto di prelievo o di interconnessione. ..... address and location of connection point.
Have a chat with your builder - see if he can help in anyway.
