Default Appointment for Honorary Council Birmingham

Hi, this is on behalf of an Italian national father (UK resident) whose sons' (age 11) Italian passport has expired. The boy's mother is Non EU national. Had she been an EU national, they would have been able to apply for passport renewal via post. However in this case, the application form says that if one of the parent is Non EU, they have to have their signature on the application form witnessed by the consular officer. I assume, she has to attend the Birmingham consulate to sign the form in presence of someone at the consulate.

The question is, whether for the above, do they need to book an appointment or can they go without an appointment. The information available on the Italian website is not clear whether an appointment for this particular aspect is required or not. Countless emails have been sent with no response.
