Default Who can certify docs?

Hi just a quick question. Can a minister of religion (pastor) certify ones papers for TRA and visa application?

If you're not from the UK or Ireland, then you need to look on the website of the Australian High Commission in your country. It varies but I'm not aware of a 'religious person' being able to do it.
