Default South Australia Occupations

Hi Guys,
Two IT occupations Computer network and system Engineer(263111) and ICT Systems Test Engineer (263213) are listed as special conditions apply.

"Proficient English (or Proficient Plus overall); Not available for High Points nomination from 04/07/2019; Not available for Chain Migration nomination from 04/07/2019; Provisional 491 visa only - 190 nomination offered to applicants under specific circumstances only (see 3.5); See additional instructions"

I have got proficient English result. it is clear that not available for chain migration and High points nomination.
Can we apply for 491 visa?
How about 190 visa?
I try to read the information but its quite confusing there.
I will be thankful if anyone can bit explain about these two professions(Computer network and system Engineer(263111) and ICT Systems Test Engineer (263213)) actual requirements for 491 visa and 190 visa for South Australia.

If you followed the link to point 3.5:
3.5 Most occupations are listed as 'Provisional 491 visa only' - 190 nomination offered to applicants under specific circumstances only. To be eligible for Permanent 190 nomination, you must meet one of the following scenarios listed below and all of the requirements for the relevant category (please note 1.3 overrides this concession). International graduates of South Australia must also be currently residing in South Australia to qualify:
  • I am a High Points applicant with at least 8 years of work experience in my nominated or closely related occupation and Superior English (please note: if your occupation is 'not available for high points nomination', you are not eligible to apply for a 190 or 491 nomination); or
  • I have worked in a skilled occupation in South Australia for the last 12 months (minimum 20 hours per week); or
  • I am a High Performing Graduate who has continued to reside in South Australia post-graduation and have completed one of the following qualifications from a South Australian public university (within the last two years) with the required Grade Point Average (GPA) listed below:
    • Completed a PhD or Masters by Research; or
    • GPA of 6.0 or above in Masters by Coursework degree (following completion of a Bachelor degree in South Australia); or
    • First Class Honours in a dedicated Honours year (following completion of a Bachelor degree in South Australia); or
    • GPA of 6.0 or above in a Bachelor degree.
  • I am an International Graduate of South Australia who is currently working for the last 6 months in a skilled occupation in South Australia (minimum 40 hours per fortnight); or
  • I am an International Graduate of South Australia who has resided continuously in South Australia for at least 5 years and who is currently working for the last 3 months in a skilled occupation in South Australia (minimum 40 hours per fortnight).
Please note: the high points category is closed for some occupations.
So from this, 491 only I would think

I thought those conditions only applied if the occupation was listed as "75 points required for offshore applicants” or “85 points required for offshore applicants” which wasn't listed for the occupation I checked.

These occupations are listed as "Special Conditions Apply": https://www.migration.sa.gov.au/skil...ed-occupations click through to https://www.migration.sa.gov.au/skil...nditions-apply, However, the chain migration and high points option are specifically excluded for these occupations, leaving:
- I am an international graduate of South Australia.
- I have worked in a skilled occupation in South Australia for the last 12 months.
The ""
