question about onshore application

question about onshore application
hi
one of my frien got enrolled in an australian university befor march 2003...
he is doing masters course of 2 years duration...
he can come our with graduate certificate after one year of full time study...
so is he eligible for pr application under the new transitional arrangement... as he don`t wnat to go for 2 years of study.
otherwise he is planning to take a change in another course during this spring sem...
he is been given advanced standing for all the subject he has appeared in the first sem in the other course...
if he do this he will be finishing his course in january 2004.
so is he aligible for PR application under this new tarnsitional arrangement..
please give ur suggestions..

not exactly...
actually i used be always online...
and these two of my friends are much busy with their work...
so they used to ask me about this...
obviously i don`t know all the answers to their questions..
that's why i used to ask for assistantce of experts on this site...

I suggest your friends contact an immigration agent expert in this area and
pay for some advice instead of getting it second hand.

Let your friends know that if they are serious about their immigration plans, they should consider seeking professional advice, or do some research for themselves.
They can't have their cake and eat it.
