Functional = 'band' score of at least 4.5 on IELTS.
I'm sure it's in the Skilled Migration Booklet.

Hi there,

does somebody know what functional english level mean?

I know that: Vocation = more or equal 5 in each category
Competent = more or equal 6 in each category

But functional? I have not seen any infos regarding this?

Could somebody help?

In the 11/02 version of the 6th booklet it is defined at at least
three places - pages 15, 25 and 28.
It even is an _overall_ score >= 4.5 unlike scores for vocational
and competent.
