PR visa and re-entry or is RRV needed?
is it true that a PR visa granted under Skill Independent Scheme is valid
for multiple re-entry, or does one in possession of a PR also need to get an
RRV every time they travel out-in of AUS?

There are also minimum residence requirments to renew an RRV or obtain citizenship.

You won't need an RRV until your current PR expires. I think I will get citizenship as it seems simpler than getting an RRV every 5 years.

I've explained how the migrant/permanent residence visa works in the FAQ. Feel free to avail yourselves to the material there.

right or am I missing something?
just for future reference ... are there 2 dates - one for Enter By and the
other for Must Not Enter After?

Yes, for migrant visas, there will be 2 dates. First-entry (in the conditions section) and Must-not-arrive-after (expiration of the re-entry facility date).
