Ok I understand. So now I need to fill out a skills assessment.
My occupation falls under two categories therefore I guess I can choose between ACS ($450) or Engineers Australia. Im still trying to work out what there fees are as it lists many differrent fees for differrent checks.
I dont have a PHD so this check is not needed, can anybody advise the costs for a skills assessment from Engineers Australia, i believe its either $600 or $400 based on conflicting information on their website and PDF document.
Naturally I want to go with the cheaper option. All help appreciated.

Its not clear what is the total cost?
Is it minimum $600 plus extras?

The extra service for AUD $250 is to assess work experience or an overseas PhD. It can only be done if you have a PhD, one year of Australian work experience, or three years of overseas experience in your nominated (or closely related) occupation.
The basic skills assessment (of your qualifications) is AUD $600 without GST, or AUD $660 with GST.

As I thought, I guess Skills Assesment for me is from the ACS, its cheaper and its faster!

when I looked at your original post a couple of days ago, you had mentioned that you were an IT Telecommunications Engineer. I fully accept that you are in the best position to choose the skills assessor applicable to your set of skills but in a later post, you mentioned that 2 assessment bodies were relevant for your skills and that you felt ACS was more appropriate as it was cheaper! That doesn't seem to me to be the best criteria for choosing an assessment body. I would urge you to study the list of ANZSCO codes from the SOL list and then look in detail at the underlying skills that each code addresses compared with your own...only then will the correct assessment body become apparent.
Choosing an assessment body because they are the cheapest is asking for disappointment further down the line - think of the skills assessment as the foundation of your prospective visa application and you won't go far wrong. The 2 bodies will be assessing different codes and in turn, different skills and it is critical that you pick the right one,

OK. I agree that it's much better to base it on your underlying skills and qualifications than the job title...best of luck with the assessment

You might want to consult a MARA registered agent if you have any doubts though. I imagine you wouldn't want to have to fork out for a second skills assessment if it turns out that you chose the wrong one.

Telecommunications skills fall into two categories:
Old legacy PSTN - Which would go to Engineers Australia
IP Based - Most definetely this would go to ACS
I will wait for there reply back to confirm, but its a tricky one.

Now technically, My background is of a Network Engineer, I do market myself as Unified Communications Consultant which falls into both categories.
Now as I understand, based on the two job types, Is there a quota of people they require or limit for each?
Im just trying to work out if there is any merit such as demand or quota limits, Visa Processing time to choose one over the other?
Right now I have lower fee and online application handling from the ACS as benefits.

Engineers Australia would expect you to have an honours degree for 263312, if you don't you have an accredited degree (Washington/Sydney) you would have to go the CDR route.
I think telecommunications Network Engineer, the way I read it is not specifically PSTN, its more microwave/satellite/radar/two way radio.
Whereas Computer Network is more, well, computers, cat5, tcp/ip, voip. Typical quals would be a Microsoft Certified person, or CISCO etc etc.
One thing I will say though is choose the one which you believe is actually your job, from experience I know Engineers Australia are vigorous and expect full documentary evidence with your assessment application. i.e. Written job descriptions by Human Resources, Contracts of employment etc etc.
