Help! Confuse on SIR495 to PR...

In the scenario below, can the secondary applicant who meet the SIR495 VISA conditions apply PR for the whole family?
Primary Applicant - [0 Work Year] [2 months Residency only]
Secondary Applicant - [1 year full time Work] [2 years Residency]
Kid #1 & #2 - [0 Work Year] [2 months Residency only]
