Default Got the invitation from QLD but issue with IELTS

Hi please share ur knowledge regarding following .

One my friend last week got invitation from QLD for 487 Regional Sponsored visa .She doesn't have IELTS 7 in each band .she has only Avg 7 ( 6.5 for two and other two 7 )
she has done her skill assessment before the changes which now require 7 in each band in IELTS .

she need to apply for the visa before Feb 2014 .

01.Can she apply for the visa without IELTS 7 in each band ?
02.And the same her husband didnt do the IELTS yet but he has qualification completed in english medium .Can she apply the visa without her hubi's IELTS and with that qualification ?

The 487 visa is closed to new applicants, do you mean the 489? If so, I am not aware of any new visa requirement of 7s in IELTS. Unless she claimed points for having all 7s, is that what you mean?

Sorry Its 489 visa .yes this is .she is covering required points without IELTS .

The requirement for DIBP is band 6 IELTS. Some skills assessments require higher, but if she had her assessment before this requirement was imposed she should be fine.

Functional English for dependants aged 18 or over can be proved with IELTS or higher educational award studied in English - http://www.immi.gov.au/skills/skills...ional-english/ If a dependant cannot prove functional English, then the second charge is applied.
