Default eTourist visa for parent- can it be refused?

My mum and her partner are comin to visit us next year on a tourist visa for a month. They are both from Hungary and hold hungarian passports.
I am also still a Hungarian citizen, but I have PR.

My mum's partner got his visa after two days, no probs.
However, they want a lot more information from my mum, such as references from her employer, health checks, available funds, and I also had to provide the DIAC with a "travel itinerary".
I am a little bit surprised to say the least. How come my mums partner got his visa without any questions, not even a blood relative, yet my mum has to go through all this for a flippin tourist visa to come and visit her daughter?

Should I be worried? Is this a normal process?

If DIAC have concerns about any visa applicant they will ask for more information. There could be any number of reasons they want more info. Perhaps they think she would be more likely to overstay since you are here?

Yes, that is what I was thinking as well, which of course she won't.
But surely she won't be refused?
And would she have to go through this every time she comes and visit us?

She could be refused if DIAC are not satisfied with her answers. They can use their discretion when deciding visa applications.
