Confirmation has come through today that the Department is ending eligibility for the carer, remaining relative, aged dependent relative and standard parent visa categories with effect from Monday.
Given that these applications must all be paper lodged, this leaves very little time to make sure your application is lodged.
Bear in mind that a faxed application - provided it includes appropriate payment - is still viable for the Other Family visa class, and at a pinch an offshore application can be lodged in any offshore office of the Department. Washington will still be available when others have closed.
Onshore applications should be lodged in Perth, see http://www.immi.gov.au/Visas/Pages/835.aspx for example.

Does that mean the things have to be in before close of business on Monday ?
People that are just waking up in the UK would only have 2 hrs until close of business in Australia today ?
Can they be lodged on Sunday via Fax ?

Generally, if regulations are disallowed then there's absolute chaos. A situation made for the Palmer Party if ever there was one.

Nick the decision is based on an administrative action which has just been taken through Regulations. As delegated legislation it takes effect immediately unless the Senate disallows it in a motion initiated within 15 sitting days. See http://www.aph.gov.au/About_Parliame...F1CE926EA&_z=z .

A fax on a Sunday if outside business hours can be accepted but be prepared for a battle with the Department. Better to get in while their office is open if you can.

Not possible, I'm afraid - the application must be delivered as per the provisions of the migration legislation, which for a subclass 103 visa says:
Application must be made by:
(i) posting the application (with the correct pre-paid postage) to the post office box address specified in a legislative instrument made by the Minister for this subparagraph; or
(ii) having the application delivered by a courier service to the address specified in a legislative instrument made by the Minister for this subparagraph.
=> No faxed applications accepted.
The legislative instrument refers only to the Parents Visa Centre Locked Bag address, and Wellington Central, Level 3, 836 Wellington Street, WEST PERTH, WA 6005.

What about onshore 804, is that governed by the same legislation ? Or can that be faxed ?
Noticing on your link that it http://www.comlaw.gov.au/Details/F2014L00622 that it ends on Monday and no applications will be accepted on 2/6/2014.
I notice it says that cessation is 3rd June 2013. Bit ambiguous !!

Laights I just need to clarify what I said - offshore "Other Family" applications can still be lodged by fax. All parent visas applications need to be lodged according to the relevant legislative instrument, ie by post or courier to Perth. Onshore "Other Family" applications can be lodged at any office of the Department in Australia.
