Do I need IELTS test for British Passport holder for ACT sponsorship
Looked at the ACT sponsorship guidelines and it doesn't mention that British Passport holders don't need to sit IELTS test. Would be a pain when the subclass 176 let's us brits off sitting IELTS test.

I think that if you hold a british passport you do not need the test and get 15 points. If you do not have enough points, you can take the test and get 25 points.

ACT can make up their own rules for state sponsorship. Have you asked them?
If you want to migrate as a state sponsored person, then you need to meet both the sponsoring state requirements, and DIAC requirements. Plus skill assessment requirements, of course.
But on another thread it's not clear whether you really want to live in ACT.
