CPV 143 visa change in circumstances

CPV 143 visa change in circumstances
Dear all,
Dad was the primary applicant of contributory parent visa 143 and mom was the additional applicant.
Dad passed away unexpectedly and we still want mom to migrate on CPV 143 visa.
Is it possible to lodge a change of circumstances request to make mom as the primary applicant along with removing dad from the application?
