Default Citizenship question

Hi, i don't understand what this means -

You will need to provide penal clearance certificates from overseas countries if, since the grant of your permanent Australian visa:

•you lived or travelled overseas since the age of 18 years or over
•the total time spent overseas added up to 12 months or more
•the time spent in any one country was more than 90 days
•you are requested to do so by the department.

I have been overseas for 21 days since i got PR, so do i need obtain a penal clearance certificate.
I have not spent over 12 months nor have i traveled outwith Australia for more than 90 days since i got my PR

As I understand it, it applies to when the PR visa was granted and not when it was validated. So when you say "I have been overseas for 21 days since i got PR" I am assuming you mean since the visa was granted and not when you first entered the country.
