The form you are thinking of is form 47P (penal clearance) and is available from the following location:
http://www.immi.gov.au/allforms/forms_num1.htm
47P states that if you are a resident of Canada with no criminal record you simply need a local record check, but if you are either a non-resident or have a criminal record then you need to go through the RCMP, which is what Margoo was hitting.

Thanks Brian. I missed that Margoo is not now in Canada. They'll just have to beat up on the Canadian High Commission, I guess. Or try phoning the RCMP (http://www.rcmp-grc.gc.ca/crimrec/finger_e.htm) in Ottawa long distance.
